If I were a city-planner

Right outside Bergen we fetch oil and gas valued $54 million a day, that is enough to build 3 roundabouts in a day! Unfortunately it costs a little to get the oil and gas but that is details not worth thinking about.
Well, enough about that. Bergen is struggling with poisonous air during winter, it prioritize cars and suplier-ships in the city-center, they continuously increase the bus-price and the bus has to wait in line with the cars.
So, if I could be a cityplannerdictator I would create rafting-lanes between the city center and the districts. We have as many know a lot of water in Bergen and each district is separated by mountains, it wouldn’t be difficult for engineers to design a tour retour-system. Without rush and delays!
Great right? I need to be a dictator though, because no political parties in Bergen manage to cooperate.
